USD 490 to discuss reorganization of BOE, appoint members

U.S.D. 490 plans to hold its July board meeting on Monday evening.

The first item on the board’s agenda is an executive xession beginning at 6:30 p.m. followed by the Pledge of Allegiance and then approval of the agenda.

The board plans to discuss reorganization of the Board of Education for the 2008-09 academic year.

They will elect the board president, which will be filled by vote of the board. A motion is required to elect the board president.

The board will then elect a vice president, which will also be filled by vote of the board. A motion is also required.

Appointment of the board clerk and assistant clerk will follow.

Jackie Clark, clerk of the board and Norm Wilks, director of fiscal support and services, are recommended respectively for these positions.

Designation of Lynda Sharp and Trish Toney as Kansas Public Employees Retirement System (KPERS) representatives will also take place.

A motion is required to designate KPERS representatives.

The board will appoint a board treasurer. Intrust Bank served as the depository and Ed Gard, bank president, served as board treasurer for the 2007-08 academic year.

Appointment of the food service program representatives will follow and the recommendation is to appoint Cynthisa Wormser to the position.

Hearing Officer for free and reduced meal application appeals position will be appointed. Wilks is recommended for this position.

The board will also appoint the Kansas Association of School Board (KASB) Governmental Relations representative.

This position is filled by vote of the board. The appointee receives mail from KASB that provides and update on legislation currently underway, advises the board president and superintendent on any issues of pertinent consequence to the district, and attends the Governmental Relations Seminar in Topeka in February.

The BOE member as Ex-Officio representative to Partners in Education (PIE) Executive Board will be appointed.

The Partners Executive Board meets monthly on the third Monday at 6:15 p.m. at the USD 490 central office.

The board will also appoint the ex-officio representative and alternate to El Dorado Inc.

Appointment of the District Freedom of Information Officer will also take place Monday evening.

This appointment is required by federal statute. KASB has recommended that Sue Givens, superintendent, to fulfill this responsibility. The designated individual will assist members of the public to resolve disputes about the Kansas Open Records Act.

The board is also planning to set 2008-09 school board meetings Monday evening.

The recommendation is to hold regular meetings of the USD 490 Board of Education on the second Monday of the month. Board meetings will continue to be held at 6:30 p.m. at the district office and a list of dates, which will also include tentative special meetings will be presented.

Appointment of the board representative and alternate to serve on the board negotiations team for the 2008-09 negotiated agreement will take place.

The board also plans to appoint representatives for school site councils. One BOE member will be selected to serve as the board liaison on each school site council.

After appointment of the liaisons the board will choose the board representative to serve on the district steering committee for 2008-09.

Tom Storrer served as the board representative in 2007-08.

The board will then hear comments from the public and announce recognitions.

Approval of the Eagle Scout Project will be discussed.

Josh Pfeifer, EHS student, will present a proposal to design and complete a landscaped entrance sign for the new building and David Wagner will coordinate the project with Pfiefer, the architects and “Scenic El Dorado” committee members.

The suggested motion is to approve the project and designate Pfiefer to design and landscape the sign under the approval and supervision of Wagner, director of operations.

The board will also discuss approval of the consent calender which will be presented in two parts.

The first part of the calender will contain routine business and is planned to be approved separately.

Part two of the calender, which is composed of items to begin the new will then be discussed.

Two separate motions will be required to approve the consent calender.

The board will also discuss adoption of the resolution to establish home rule and they will consider textbook rental fees.

Approval of food service and substitute handbooks is also schedule for discussion.
No changes are proposed and the handbooks are annually approved.

College hours will also be up for discussion of approval.

These are relevant to teaching areas; part of a formal program; or target technology, teaching or learning styles.

Updates for the USD 490 board policy will be discussed, as well as the approval of personnel recommendations.

Purchase cards are also on the agenda.

A recommendation that a purchase card with a $1,500 transaction limit be issued to David Wagner will be discussed as well as one for each building principal for $1,000 with a monthly limit.

 Also scheduled for discussion is approval of BCSVC recommendations.

Additional discussion items will include a legislative update, OSPM reports and a summer maintenance update,  a date and time setting to tour district facilities, possible date for approval of the 2008-09 budget and building usage fees.

Some announcements will be made as well.

Announcements concerning building secretaries and administrators reports, enrollment at all buildings, dates for new teachers for orientation meetings, first contract day for teachers and back to school all staff breakfast and meeting to be held at the Civic Center.
